rynlingThe windows of my apartment face Baltimore Avenue, which is one of the major thoroughfares running through West Philadelphia. There's a concrete median outside my apartment that's a little sad and scraggly looking, so I thought it might be nice to plant some grass and flowers there.
I called the city of Philadelphia and asked who I need to talk to in order to get permission.
The person I spoke with said that I can't get permission, as planting on city property is illegal.
You know what I think, though.
I think no one is going to stop me.
